Somebody will simple be arrested due to "a phone call " saying she is somehow "on a list". No written orders, its a form of harassment though she is not an American anyway, maybe violations of "harassment" issue serves only the Americans , or shall we call it "discrimination" or simply just American rights to protect its territory from suspicious individuals.
